ABSTRACT: In recent years, state military institutions have faced a scenario full of increasing challenges in their activities in the face of the current complexity of the so-called Knowledge Society, requiring instruments that enable them to improve their main resources, relating these activities in a way that generates valuable innovation for society, significantly impacting organizational management. This article aimed to highlight how Dynamic Capabilities (DC) can influence Management practices and their relationship to the development of value innovation strategies in the public security sector. This work is a theoretical essay, carried out through bibliographic research and collection of secondary data on the object of study, demonstrating through the main concepts and analysis related to the theme, how the study of the relationship between DC and Organizational Management can influence the strategies of public security institutions. The expected result was to understand how the dynamics of the organizational environment contributes to the formation of Strategic Management that leads to the emergence of organizational innovation, characterized by the development, implementation and institutionalization of new methods of providing public security services and enables the creation of value effectively for society.
